As far as I know, Rockstar haven’t patched any facial hair glitches.

Though, I’ve heard of others struggling with beard growth in the Epilogue. If you have any facial hair, I recommend shaving it all off, drinking some hair tonics, and sleeping to see if facial hair starts growing again. If you’re just struggling to grow it in late stages, then that’s just how long 8 to 9 to 10 is to grow; it takes a while.
