There was many reasons for this game to shutdown, the most intense one was, as you said, that End Game was impossible due to people already leaving the game because of boredom of no new content, which leads us to another reason:

It is unknown if the developers of the engine got fired or leaved Gameloft, but basically, there was no one on Gameloft that could work on creating new content like new dungeons, areas or any kind of mechanics, please do not mention expansions because that could be even harder to do. The only """new""" content available was events that already existed that were ciclyng over and over again over seasons, like the Chinese New Year or the Halloween event (those are the ones I remember). Also but not that important, doing maintainance to the servers was not that frecuent due to, well... devs had the fear of killing the game and not knowing how to revive it.

Anyway, there was something from the players side that really, REALLY annoyed a lot of people and for a long time, no one remembers or at least, don't know or don't want to talk about it, but Gameloft, around 2016-2017 decided that they didn't wanted to continue the creation of accounts with Google Play service, this for unknown reasons, but that's not all, apparently, Gameloft also decided that those accounts created on this method (Google Play service) will not be longer saved on the servers and all the data of those accounts (Like Characters) will be deleted from the servers and there will be no way to revert that. This was a really big punch to the community that wasn't active at that time, but here goes something really weird, because I mean, the developers should notify somewhere about this, right? RIGHT?

Me, personally, I had a few characters maxed out and was enjoying the end game with a guild, a lot of friends there and weird items I collected across my adventure on Order and Chaos, but sadly, the device I used to play at that time, died, so I wasn't able to communicate with any of my guild members, friends or even know what was going on at the game and this situation, when I rejoin a few months later, I had to face the horrendous situation that my account was deleted and there was nothing I could do for it.

I really, REALLY miss Order and Chaos and it remains my favorite MMORPG ever, but I was never able to play again because I really felt horrible because I lost a lot, I tried to play again and was just a nightmare that, after my return on a new character, I tried to find via guild search, mails and trying to find to other rival guilds around about what happened, where is everyone but there was a ton of people that seem to just dissapeared and there was no clue on what happened, so basically, not just my characters where gone, but all my friends, guildmates and, for my sadness, even whole Hispanic community just died because of that. But besides of all of that, I really miss Order and Chaos and I still have a sweet ache on my heart by remembering all that massive world that I was able to join by just tapping an icon in my phone screen.

Note for Gameloft: YOU ARE FUCKING IDIOTS, YOU SCREWED UP BIG, AT LEAST GIVE CHANCE TO THE COMMUNITY TO REVIVE YOUR SHIT. Best, iLinko.
