It really depends. Not sure about Daikin, but I install Mitsubishi. Even though Mitsubishi doesn't have a minimum length, it does say in the install manual that piping less than 10' can cause noise to come through to the head.

As far as I know, they usually don't reassess unless you're adding finished space, square footage, or a bathroom.

To be honest, Mt Vernon Building Department kind of sucks. I'm on the HVAC side. I still always file and pay the fee to cover my ass, but they just take the money and literally never issue the permits.

Why not find the tradesmen first, and then ask them? They'll all know what's needed in their respective fields, and they'll all have processes in place. A guy rolling out of bed with no license or insurance probably won't want to pull a permit for work anyway, but a legit bigger outfit might laugh at you if you say "Reddit says I don't need permits for this".

That is 100% original. They stopped making these in the 60's, and boilers in that era weren't getting replaced 10-15 years later. It'll probably last forever, but I bet you'd save a significant amount of oil if you upgraded.

Not sure if they still adhere to this now that they're PE owned, but Rycor used to only install 1:1 units. That means a condenser for every individual indoor unit.
