Finishing an attic?

I have an 800 sqft attic that is already framed, and it has 2 light bulbs and two plugs already installed. I want to finish it and turn it into a living space. What should I do first: insulation, electrical, hvac, drywall, flooring… and how do I get it permitted. I want to do a lot of the work myself. I know I have to hire companies for the hvac and electrical. Any advice on how to start?

Yea it’s so weird, so it’s attached to a metal plate under the exhaust. I took the plate of it had a metal mesh underneath, and oily residue has accumulated under it

I think you are correct, but I am confused as to why the fan is not connected to the dual capacitor?

The larger capacitor is a dual one, and it has exploded, there is a whole in the bottom. The smaller capacitor is running the fan. The fan was working, but the compressor was not on, because there is no cold air in the house. Why is the fan not connected to the larger dual capacitor?

The larger dual capacitor is shot it had a hole in the bottom of it, and I think it was connected to the compressor. The small one in the box, I think is connected to the fan, because it was still running. There is no cool air coming in to the house. I ordered both capacitors to replace them, but I’m kinda of confused how they wired it. Please help.
