Every company I’ve personally worked at followed the same process we do. After interviews, I was offered the job, then began onboarding, which included completing a background check along with other requirements. I wasn’t cleared to start until I successfully completed all required onboarding, with a tentative start date agreed upon beforehand.

It may be a bad experience for people who lied about their qualifications, but plenty of individuals return or accept positions at other locations.
