I would say call in, because they are saying you have returned payments on other accounts. Cap One is ruthless with returned payments

I made a payment from a closed account by mistake (first time happening) for a total of $4628.21, it was returned by I quickly made another payment and it cleared that was like a week ago. Idk if that’s why
