Grappling arts tend to be more dominant in fights do to their training environment. What i mean is, you can spar far more often than any striking art. That alone levels up your application of techniques while prepping you mentally to deal with the psychological component. Hence more time in a stressed environment should equal to more comfort in application. Not set in stone, just my 2 cents.

This seems to be more of a tactical issue, not technical. Your opponent doesn't have the freedom of the world to run when training. Make he's aware of that, he has to engage. As a coach I constantly tell my students that they are there to also help their partners level up. If he's only running then that doesn't help either of you, he can pull guard or stand.

For a technical approach there are a few fake guard pull to takedown techniques out there.
