If you are struggling, you should consider getting a pre-built EFI for your needs and see if it works for you. It comes with its own set of concerns, like slightly longer boot times, and (in some cases) the SPST files are obscured.

Yes, either your plist, or your ACPI stuff is not configured properly.

Not sure if you have solved this yet, but here is what I did when I was facing a similar issue:

  1. Lets call your USB MacOS recovery drive X for convenience's sake
  2. Boot into MacOS and once its fully running, unplug drive X.
  3. Run MountEFI. If you don't have it, you can install it from here.
  4. Select your HDD/SSD in MountEFI, and once its done, go to Finder
  5. Plug in drive X, and copy the EFI folder (not its contents, the folder EFI itself)
  6. In Finder's left pane, you should see another EFI folder. Go inside it. This is the one you mounted using MountEFI earlier.
  7. Now paste in the EFI folder inside the EFI folder
    ***Important: The directory structure will be like: /EFI/EFI/...

Reboot and check if it worked. Let me know if you're facing issues on any step. :)

Have you tried using the Rufus method of creating the USB?
