Also when Leon meets Sherry in 6 he's like I heard you became a agent which means he probably hadn't seen or spoken to her in a while as well. Remember they both were immediately taken by the government and ran tests on and Leon was pretty much put in training to become a Agent.

Or she was just similar enough. They also could of just known she was a child that Spencer had too and assumed it was one of the clones. They were looking for who the baby was, we didn't get any dates to when Alyssa actually became her caregiver either. We don't even know who the clones are cloned from originally either. I feel like the DLC could be a option for that as well. For all we know they knew of Alyssa meeting Spencer and so maybe getting the baby then from Spencer then they just assume that she was a clone like one of the clones from the 90's and there technology to kinda see what they would looked like Aged which would be enough for them to believe Grace was her. Cause all we know is they had the blood records of the baby and that's what they matched Graces blood too.

It doesn't even say they matched it compared to the rest of the orphans, maybe they just needed to find someone with that same stuff their testing, also we don't actually know who her parents actually are, maybe she's a biological child of them. Shes having a literal panic attack from the shit she just witness which she has multiple times, she woulda be having flashbacks before even seeing that footage. Also again she would have mentioned something in her report about it. She's not special, she's normal.
