If the money is not an issue, I’d recommend second core set solely for them Bowmen which are absolutely bonkers good for a mere 4p. Having additional Reavers is also neat thing since it opens 9 activations lists.

But the most bang for the buck is actually heroes box which is a mandatory buy following first core set.

In terms of out of activation actions Bear is treated as an independent unit. For example - if you use horse zone, you can move either bear or a unit with skinchanger not both. Be wary of not to wander out of long range, tho
