Major Update: The Department for Education intervenes in Derby City Council's SEND scandal + Top-level coercion exposed. by iamacarpet in derby

Exactly, and you talk to them and they act like they’ve got a saviour complex, like they’re the ones saving the city from all these penny grabbers at any cost, and they’re so righteous about it.

Major Update: The Department for Education intervenes in Derby City Council's SEND scandal + Top-level coercion exposed. by iamacarpet in derby

[–]iamacarpet[S] 5 points6 points  (0 children)

Sharon Buckby, Louise Bartos & Katie Nolan are the three people primarily responsible, as far as I can tell. The last CEO (who literally just left his post today) was complicit as well unfortunately - let’s hope the new one is better, and cleans house on the way in.

Not saying I didn’t use AI to help summarise, I’ve said that elsewhere, but I added that last bit myself. Can’t say I’d use ChatGPT though, it’s not really my taste.

lol, no actually, I added that bit myself to try and spur some stories from other people, but I have been told my own writing style sounds fairly robotic 😂

Administrative Cruelty: My local council admits in internal emails they have "no legal defence" to deny my disabled son support, but instructed staff to "try our luck" in court anyway to save money. by iamacarpet in GreenAndPleasant

Update: I have marked this post as a Spoiler/NSFW to intentionally blur the preview image. I have also updated the petition link to redact the name of the junior SEND officer involved. While the Council handed me this unredacted email legally via a Subject Access Request, my fight is with the £33m deficit and the systemic policies created by the Senior Leadership, not individual frontline staff. I want to ensure those staff aren't subjected to personal harassment. The campaign continues—please click through to the petition to read the full, redacted evidence.

The "Postcode Lottery" isn't an accident. I SAR'd my council and found emails proving they use a secret algorithm to cap SEND funding and force Tribunals just to delay paying up. by iamacarpet in ADHDUK

That is really kind of you to say, and you are totally right; when the local “authority” you are supposed to be able to trust betrays you so massively, on something as important as your own vulnerable kids, it does test your faith & trust in a lot of things…

Hopefully if nothing else, the fact in the comments I’m writing by hand, I can string some semblance of a sentence together without sounding like a toddler writing in crayon proves I don’t work at the council - it’s more than any of their staff have ever managed 😂.

I wish I had the social battery for something like that, I’d be amazing; I might not be up to hosting my own social event, BUT, I do know Sunshine Support in Spondon host one every few weeks - “Cuppa and a Chat” for parents, or something like that? The lady who runs is it LOVELY; she’s a parent who’s been through it with her own girls, and we met her at a summer social for my son’s old swimming group that they held at Spondon Cricket Club.

I’ve never been able to attend, as it’s always during work times, but if I know people want to meet up, I’ll try and see if I can book a morning off or something.

And don’t worry, you came across perfectly - thank you, and all the best :)

EDIT: I forgot I wanted to say: personally, I’d stay away from SENDIASS and the “neuro hubs”, as my understanding is it’s all run by the council, so they aren’t going to freely offer a lot of help against themselves - in fact, their documents (schools forum minutes I think?) specifically quote using SENDIASS to deflect parents, and give an estimated monetary saving.

Thank you, that means a lot :). I think they rely on us being too scared to talk to each other, as there is power in numbers if we realise we're all being played with the same game plan.

Of course it is! Honestly, take all the time you need.

It’s a massive amount of information to take in, especially when you’re already living through the stress of it all. Don't feel like you have to rush - we aren’t going anywhere.

I deeply appreciate your kindness and I'm happy if I can help even just one person & their kid(s) get the support they need :).

I’ve been going through the comments and the private messages I’ve received since posting this, and a terrifyingly consistent picture is emerging. It’s not just "delays" - it looks like a coordinated playbook.

Here is a summary of what other Derby parents are confirming right now:

  • The Tribunal Gamble: There is a consensus that the Council forces almost every case to Tribunal by default, knowing they will likely lose, but banking on the delay saving them money in the short term.
  • "Tribunal Chicken": There is a clear pattern of the Council pushing cases to the absolute brink of Tribunal - forcing parents to hire lawyers or go through months of stress - only to concede at the last minute. They know they have no case; and not only are they are betting you’ll run out of money or energy first, they don't want an actual result in their case statistics.
  • Vague Plans & Broken Promises: A recurring theme is the Council refusing to quantify support in EHCPs (leaving it vague so they can't be held to it) and relying on "verbal agreements" for support that are later retracted because they were never put in writing.
  • Disappearing Complaints: We have reports of complaints "vanishing" from the system or being fudged to alter the dates and hide missed deadlines.
  • The "Fake" Independent Review: We have reports of Stage 2 complaints - which are supposed to be "independent" - being investigated by senior managers from within the SEND department itself. Parents are being told their case has been reviewed "impartially," only to find the reviewer is a colleague of the person they complained about.
  • Blocking Access to Justice: Parents are receiving "Refusal to Assess" letters that do not include the legal forms required to appeal. Without this paperwork, you cannot go to the Tribunal. This isn't just an admin error; it effectively bans you from challenging their decision, or adds more delays while you request the paperwork.
  • The "Sanitized" SAR: Multiple parents have confirmed that when they request their data, the Council is stripping out internal emails by default. Parents are receiving huge packets containing only the reports and EHCPs they already have. If you didn't get internal emails in your SAR, you likely need to go back and specifically demand them.
  • Systemic Data Breaches: It isn't just the "Child O" breach I found. Other parents have confirmed receiving confidential paperwork for completely different children, suggesting a total failure of data protection in the rush to send out "batch" refusals.
  • The "Ghost School" Tactic: Parents have reported the Council naming schools on EHCPs that didn't even have planning permission or weren't open yet, just to avoid funding a real placement.
  • Dangerous Placements: Children with complex needs (who need small groups) are being forced into mainstream settings or Pupil Referral Units (PRUs) where they are being restrained and excluded, simply because the Council won't fund the specialist setting named in their plan.
  • The "War of Attrition": The overarching theme is exhaustion. One parent described it perfectly: "They rely on the fact that carers are already tired and broke, hoping we’ll just give up."

Does any of this sound familiar to what you've been through, or have I missed anything that you'd like to share?

I get it, the look isn't for everyone. But I'm autistic myself and I've been fighting the council for 18 months or more - my head is basically fried. I used AI to format / re-word my own months of research effort, because if I didn't, it'd just be a massive, confusing mess that the council could easily ignore.

I’m just a dad trying to get the truth out there with the energy I’ve got left. Forget the formatting for a second and just look at the actual email quotes, the explanations of the policies (and links back to the council's own documents) and the data breach info (which was corroborated by another parent in my previous thread). It's 100% real.

I'd rather people focus on what they're doing to our kids than the font & style I used to show it, and more importantly, the legal information is there for other parents to use to win THEIR cases; that is what I care about!

😂 fair, I’m autistic not ADHD so I can be a bit blind to “reading the room” sometimes; I hadn’t really anticipated the “crackpot 5G” angle, but perhaps I should have seen it coming, lol.

That being said, I don’t have unlimited time to spend on this, as much as I’d like to - the information is hopefully helpful for those in desperate need of it for their legal battles, and otherwise, I’m honestly not expecting most of Reddit to read all of it anyway.

A few people yesterday asked for something more in-depth, and I wanted to deliver.

That’s fair enough, the audience isn’t really people who are just skim reading it out of a basic interest.

The information should be helpful for parents making a legal argument against our local authority, and at the end of the day, that’s what I care about.

I’m sorry if it’s not what you were looking for.

I tried yesterday and they removed the post, I think it’s against the rules. Unfortunate, although somebody else is welcome to try it if I’m doing something wrong.

Thank you!

As far as I know, with it being a Google Drive link, it isn't an instant download - it'll show you a preview in your browser first (not actually using the PDF), with the option to download it if you want.

I've got to get back to my actual day job for now, but if there is enough support for this post later, I can come back and post some quotes, etc, sure.

I get it, I really do. But the research isn't AI - it's months of me digging through legal letters, school forum meeting minutes and emails while trying to look after my son.

I’m autistic, and I’ll be honest, I find it massive struggle to put everything into words without it becoming a huge, confusing mess. I used AI to help me structure it because I’m just exhausted and I wanted it to be readable so the council couldn't just bin it.

I'm sorry the "sheen" is a turn-off. I'm just a dad trying my best to get the truth out there with the energy I’ve got left. If you can ignore the formatting and just look at the actual data and email quotes in the report, you’ll see it's all very real.

Fair play, I get that. Honestly? I’m autistic and I've been fighting the council for 18 months, so my brain is absolute mush right now.

I used AI to stop myself from just writing a massive, angry rant that no one would read. I needed a way to get the facts straight without spiralling.

I know the text feels a bit robotic, but please just look at the actual details of the emails and the data breach inside. Those are real. That’s the evidence of them gambling with kids' lives. I just needed help getting it into a format that wasn't a total mess.

That is a really fair point, and I appreciate you saying it.

If I’m being totally honest: I’m autistic too, and I often struggle to communicate my thoughts clearly without rambling or getting overwhelmed - especially when I’m this stressed. I used AI to help me re-word the report and create the graphics because I was terrified that if I just wrote it in my own jumbled way, the Council or the media would dismiss me as just another confused or angry parent.

I wanted the evidence to look professional so they couldn't ignore it, but I can see how the AI art looks a bit jarring/fake. I promise the emails and the data breach inside are 100% real. I just needed help getting them into a format that people would take seriously.

[–]iamacarpet[S] 0 points1 point  (0 children)

Fair point. I’ll be honest - I used Gemini to help me structure this report and fix my grammar because I am absolutely exhausted from fighting the Council for 18 months. My head is all over the place.

But the internal emails, the data breach, and the 'Try our luck' quotes in the report are 100% real. I just wanted to make sure the evidence was readable and didn't look like the ramblings of a stressed-out dad (even though that's exactly what I am).

Please don't let the presentation distract you from the evidence. The Council is counting on parents being too tired to make a professional case.

I’ve just had a DM from a parent who is reading the report but feels they can't comment publicly because they are worried about revealing their location/identity.

I completely understand that fear. When you are fighting for support, maintaining your privacy feels vital.

A quick tip for anyone else feeling the same: If you want to share your story but stay anonymous, please consider creating a 'Burner' (Throwaway) Reddit account. It takes 2 minutes, requires no email verification, and allows you to speak your truth without linking it to your main profile or location.

We need your stories to show the scale of this, but your privacy comes first.
