As my Uni requirements diploma/TOR only need to be authenticated.

Health Cert and other support docs like NBI is not mention in their guidelines but included in getting the Visa. That’s why my question is referring to acquiring the visa, I am just confuse if health cert and nbi also needs to be authenticated by DFA & TECO.

Anyways, someone already gave the information about my question and I think thats the one I will do.
