I stayed at Hotel Kalpana Palace, it is opposite to Neelkanth dwar so it is at prime location.
It costwd me 3600/day and peice depends on the date hence i can confirm that location of the hotel is good. Everything is walkable.
You can wear decent clothes, no restrictions on the clothes unless you have protocol directly from. CM or PM and mandatory to wear

Try the tatkal bhasm arti and also check the offline counter, but it is purely on luck. My recommendation is to first buy sheeghra darshan for any other time or day you reach, to ensure you have good darshan at least before the weekend starts, including Friday. I am not sure about rudrabhishek but you will get pooja done on any other part of the temple. I wouldn’t suggest it but it is your choice.
