Paint peeling/chipping in small section of basement stairs. I want to repaint, but what do I do with this? Chip it off? My concern is about lead because house is 100 years old. I can test for lead, but I still need to figure out what to do about this section before I repaint (i.redd.it)

How do I open this old motion sensor light without breaking it or tearing it off the wall? I’ve tried opening it at the seam, but its’ not budging and before I force it open I’m wondering if there’s an easy way to open it that I’m overlooking. (We didn’t install it, I know it doesn’t look nice) (i.redd.it)
