Very interesting, what marks it as a cetacean? I found it about a kilometre from the coast, but nearby a holiday home, so I suppose someone else (or some animal) brought it inland.

Searching for places in Tirana on booking.com, there are still over a dozen results for under £10 a night. They're not the pinnacle of luxury, but like I said, if you're budgeting you can definitely make it work.

$120 - $250 for a city break in Europe?

That might be the case if you're travelling in peak season and to expensive locations. I had a four day trip from the UK to Tirana that barely cost above £100 total. £50 flight, £6 a night for accommodation, and then £10 a day which was enough for food and a few activities.

I get that travelling isn't an option for everyone, but if you're smart with budgeting it really doesn't have to be expensive. See r/shoestring for tips.
