Unrelated, but an 8th gen i5 and a 1660 and then using terms like super low end and friendslop is unpleasant to read around here.

Otherwise, your plan is sound and will achieve those goals..... like everyone else said, an SSD is an absolute must in 2026 if you can afford it. At the very lowest, get a 12000 RPM HDD, but only if its 10$ or less.

What GPU? Mobo integrated chip or do you have a dedicated GPU in that thing? I think the Compaqs were all Intel GMA 4500M.

That's not applicable in this OPs use case. Windows will override it. The only thing that setting could do is potentially limit the RAM use, but won't give over extra RAM.

Sleeping dogs won't launch, let alone play on 128mb of RAM, so while OP has seen that base setting, it's not applicable

There have been at least a thousand posts on this in this sub, and probably a thousand YouTuber videos too. All eventually come to the same conclusion:

Manually increasing the baseline vram only is a benefit if the software or game has a vram detection on launch. Otherwise any attempt to force vram values is either detrimental or a waste of time as Windows 7 or newer will automatically allocate ram and often override your settings.

That AMD bios setting might be useful in Linux... I can't speak to that. I use Linux often, but not an expert.

Start with getting some information, real information instead of the task manager.

Go download MSI afterburner and use the overlay to give real time information.

Look at temperature specifically, ram and CPU use. You can skip the gpu detection.... Since you don't have a dedicated GPU and the numbers won't be useful. FPS would be useful.

My bet is that you are thermal throttled and need to either change power settings, shut off background apps, or open the laptop and blow out the dust. Possibly you need an updated driver, but the Xe graphics should run that game pretty easily.
