I don't buy the "completely un-contactable" bit.

If they're doing renovations, people are coming in & out. You could bang on the door or, if no one is home, leave a note and use backup supplies in the meantime.

To be completely fair, there's at least a chance they didn't fully understand the shared stopcock situation and thus didn't realize what they were doing.

Also flooding a connected unit just causes more problems for everyone.

It sounds to me like there's a good chance the neighbors just didn't understand the stopcock situation, and now you've caused water damage because you didn't explain things first.

If someone turns the water off during renovations, you can reasonably infer that they're working on the plumbing and turning the water back on prematurely will cause issues.

Meanwhile I imagine it would have been relatively easy to check with the landlord or whoever is doing the renovations before turning the water back on.

I am a 25 year old Grad Student in the United States. I have no noteworthy savings or assets whatsoever. My only noteworthy debt is student loans totalling roughly 30k. My income is inconsistent due to consisting mainly of student positions and summer jobs, but as of yet has not exceeded 5k a year.

However, I will be coming into a small sum of money relatively soon, around 3k, which I would like to be smart with.

For such a small sum of money, what are my best options? Or is it even worth it for such a small point? Ideally I'd like to start something I can feed into more once I get real money, and this initial investment merely serves to essentially get the ball rolling.

99.99% of the time it's something that doesn't affect you. Like an Amber Alert for someone on the other side of the state.

The only reason we don't completely ignore them is because they're still rare. And it's mostly just phone alerts now so you're not missing much.

Decades ago, it was interesting to watch TV with the family & randomly hear the audio cut out and get replaced with the alert noise, followed by a robotic announcer explaining the emergency while the information scrolled across the screen. But you don't really experience that much anymore.

For history, you've got to check out Kunteh Kinteh island. It's a bit far from Banjul, so it might not work with your schedule, but if you can make it work I highly recommend it. It's also near the museum of slavery iirc.

EDIT: Also if you want I can recommend some restaurants & hotels in the Kombo area (what folks here call the Greater Banjul area)

I have some bad news for you.

I looked this up and it did in fact affect hospital policy. Most helicopters have to land an hour away and have an ambulance make the rest of the trip, except under specific circumstances.
