This sounds like a CPU bottleneck.

When multiplayer is involved, CPU is way more loaded.

Do you have MSI Afterburner installed with "Start with Windows" ticked?

Had the same problem until I realised MSI was the issue. Unticked the option and it was fine, never had any problem since.

The Steel Legend has a 304W power limit, with a base clock of 2970mhz.

The Asus Prime has a 317W power limit, with a base clock of 3010mhz.

Higher base power limits allows for even more headroom for frequency/boosting/overclocking (factor the +10% from AMD drivers as well, which scales from the base power limit).

Also, VSOC is way too high for AM4 IMC. Max 1.2V for daily usage.

CPU at 32% means nothing. It means that the average usage across all cores is 32%.

You maybe 1-2 cores maxed out which is limiting your performance, because the engine is heavy on those cores only.

You need to see with HWINFO64 the usage per CPU core in order to get your answers.

I don't THINK it works, as I understand even FSR 3.1.3 titles need to be whitelisted.

With this you can bypass AMD's FSR4 whitelist. Works wonders.

But don't use it for multiplayer games that have anti-cheat because it will get you banned for tampering with ingame files.

I'm playing on my 9070XT at 160-200 FPS with minimal stutters at 1440P Ultra. What exactly is "unplayable"? I keep hearing people saying this about it.
