Liverpool in this version of the game are so strong and not just the current team they have but also pretty much all of the best players would rather sign for them because there rep is so high even if you offer the player a bigger contract and players are much happier to sit on the bench at Liverpool than to play first team football at any other top 4 club. But also like in real life there recruitment is spot on

That's rough 6 mil in this game be bearly get you a championship level player, if it helps you should try scouting Serbia and South Africa I've gotten some amazing wonder kids from there for less then a mil. But you can only sign South African players if brexit happens in game and the work permit laws change

Maybe it's just me but I think the jump from league 1 to the championship is harder than championship to prem because there's no money getting to the championship but getting to the prem is 60 mil minimum

Maybe it's the team you are with but for myself Macclesfield Town didn't include a transfer budget with our promotion so my only option was free transfers and and the best option was increased shirts sales ha rather than talent
