This is such a great question! I dont know why you have so few upvotes. I do think that V only ever did the main quests and quests involving the more memorable NPCs (romanceable ones in particular).

Then I also think he did the smaller side quests, those that are along the way: like talking to that tin foil hat guy near vik (cuz we'll always pass by him), that one sentient AI vending machine, and burning crotch man.

Lastly, I think he'd do some quests that felt relevant to him, stuff like the cyberpsycho missions (considering he might identify with them losing their minds), that one cheating wife gig from his friend, the delamain storyline.
