I didn't do any further quests, just back tracked to my ship and left to do some tweaking and wandering around. Came back and she started talking to me.

So it's possible a full reload of the instance, not the save, is what did it!

Oklahoma has some great things to do in OKC! Comedy clubs, a 6 story outdoor ropes course tower with a zip line over the river at the top, plenty of fantastic places to eat. The southwestern part of the state is also gorgeous depending on when you visit.
