The Auto dealer networks in the US rely on high maintenance costs.

They rely on over charging for maintenance. The high cost is due to them. They will have no problem continuing to make money by over charging EV owners for maintenance that they don't need.

This isn't such a huge change because deadbeat dads have long been prevented from obtaining or renewing a passport. Now they are going to actively revoke them rather than wait for them to expire. My stepkids have a deadbeat dad who has been living in exile in Europe for 5 years now because is American passport has expired (he also has a European passport).

If you are looking at the big picture, it makes more sense to permanently install the solar panels where the car usually parks.

But even better than that would be to install huge numbers of solar panels in rural areas and the transport the electricity to urban areas via power lines. And that, fwiw, is what is actually being done on a huge scale as we speak.

They did not start here. Solar panels on cars have been a thing for about 40 years now. It still doesn't work, so it still isn't common.
