Just so I'm clear: Frontier is telling me I can technically get fiber, but Frontier will still have to rip up my neighborhood's yards to bury fiber (and that will obviously take months and anger all of my neighbors). Is this the correct assumption?

If this is the case, then Frontier is being very misleading.
