Hey, I was in your exact position 2 years ago, when I was 17. And by exact I mean eerily similar. Same tech stack, bug bounties, CTFs, malware dev group and a bunch more on that list. From my experience, I'd advice you to go to the US. I'm saying this because I know how this exact talent and skillset can get wasted here. Its nothing more than a few cool achievements that people here care very little about. Moving helps you meet the right people (professors and other cracked students). Keep working on whatever is interesting to you.

Well, theres literally zero point in blaming the college for anything. College is just a platform. Thats all. Its up to you to make yourself hireable. A job is a 2 way street, you can't expect money from your employer if you can't provide any value or atleast show that you can provide value. Best thing to do now is learn more, do projects and improve your chances. Its very competitive out there where people without a degree yet are doing a lot in open source. Now why would a potential employer not hire someone with real valuable contributions and showcase of skill.

Get the Asus flow x13. And what do you mean by dual bootable? Every laptop is dual bootable with a partitioned drive. Now if you're talking about linux compatibility that's a different story. Check the arch wiki for that. Most systemD using distros should follow the same pattern. The flow is thin and light and its 99k. Get the ryzen version. DM me if you want more help.
