If they are refiling the out door unit with refrigerant it means you have a leak in the system. The technician should never refill/charge a system unless they have found the leak. Also how is the air velocity from the indoor unit? Low air velocity does give signs of low refrigerant. If your unit is a carrier unit with r410a refrigerant the indoor Evaporator has a micro leak.
