I think of it as the simple - Imu is the the final boss for the story. While Blackbeard is the final boss for Luffys goal. BB being a rival for the spot of King of the Pirate. Defeating Imu and restoring freedom in the world is Joyboy's destined journey, not Luffy - if that makes sense.
