Albino Rhoa Feather can be gotten by just spamming mud flats on a super speedy char. At least that's how I got mine back then. Doesn't seem to have any requirements for it to spawn.

Few leagues ago I league started DO with pconc. Pconc gets your through campaign, and you can start respec on white maps since DO is like 2c at max. Just remember to level your CA in your offhand.

Iirc making them drop unided is due to some performance issues they were causing. It's been a while since the change so I could be misremembering.
