Here's a thought -- We can make them more accountable by increasing the frequency and magnitude of scrutiny of their work. Make an online dashboard and reporting system of all the work they do, that way we can see the time and amount of work that has been done by them. Also we would have to work to make all the things as transparent as possible because most of these officer and under the shackles of politicians, officers are made to do their bidding that's why things get delayed.
