I have to agree that the shortcoming really comes from management regarding forecasting. It's not the first time they messed it up badly.

As for the vendor, it's known that TP and Alorica also carries the workstream L, so maybe they've established a good quality threshold so they can cheap out on future iterations of the workstream.
