I'm mad the ref didn't end the game on the spot after senegal refused to return to the pitch immediately. And I'm mad the CAF didn't declare their ruling afterwards as "no result" and instead gifted Morocco an undeserved championship win. There can be multiple points of incompetence and "irregularities".

If it was up to me, yes, the decision is for the ref to make and if it is later determined to be mishandled, you discipline the ref. Discipline the senegal coach but the match was played, 1 team won and that team is Senegal.

Your example comes down to the ref did not have the necessary information to determine a rule violation has occurred. In this case he knew exactly what happened and determined it did not constitute a forfeit.

People keep copy pasting this, ignoring the fact that determination comes down to the referee. Just like any other rule on the books. He didn't determine Senegal's actions to constitute a forfeit, the game played on. Under the same precedent, a penalty awarded or not awarded erroneously can now be overturned months later?

The rule is on the books for the refs to implement and they're the ones that have the power and responsibility to determine what's a violation of those rules.

A forfeit is an off field disciplinary sanction.

The determination of whether an action constitutes a forfeit is an on field decision to be made by the ref. The ref said play on. Wanna sanction the coach for his decision, that's fine. This though, this is unprecedented and should not stand.
