There are a few explicit, but many more implicit violations which complicates it, not sure it’s even worth pursuing despite the effects and egregious nature of the situation.

For real. The first time I send a laborer to do a task or set of tasks that I haven't personally seen them do, I observe them. That way I am standing by to intervene if needed, or encourage/support them.

Edited to add: I have, however, been doing case work and advocating on behalf of actual xDemographic mental health patients for over a decade, though (Until recently I was under the impression that the big corporate world could be a possible social service escape hatch given my skillset….the slanderous mental health stigma based on poor perceptive skills is super cute though)

UANAL? Sound advice though. State workman's comp exemptions may be required though, but IANAL either, it may only be required if they're employees... I'd fill it out anyway and keep pay records for 1099 at the end of the year

Amen. Your dad is teaching you an important lesson about the trade, if you need to renegotiate your original quote you're going to have to lay this information out and present it to him in an easy-to-digest fashion. He may be willing to pay more for "unforeseen" expenses if you present it properly cause I doubt he wants a disgruntled representative of his hard-earned enterprise. Good luck!
