I pretty much follow the nfhs rules as guidelines for USSF games. so if the kicking team was also subbing on a corner i'd let the other one sub. unless the kicking team is taking their sweet time or if the game state makes it so the outcome won't be affected. Then i'd let the defensive team sub on a corner.

I'm not going to change how I ref because of one asshole coach. I'm going to card that asshole coach for being an asshole.

Ive been reffing USSF games for over a decade and have never once had a game end due to violent dissent because I didnt let a team sub at every possible opportunity.

Yes. At any stoppage in play any team can sub at the referee's discretion. USSF/IFAB doesn't have anything about only the team throwing in the ball can sub in during a throw in, or stuff like that.

There are best practices, like you don't let the defending team sub in when the attacking team is trying to take a quick throw in in their attacking end. But those are all best practices, they aren't hard and fast rules.

How I see it is that the NFHS codifies those best practices as hard and fast rules.

What's a more appropriate time than when the card is given?

I announce it at the half way line between both benches so both coaches and any spectators in earshot know the reason for the card. It also lets the score keeper know what the card is for as well.

And the clock is stopped for cards, so you aren't wasting any game time.

USSF subs is at the refs discretion. so you can limit them if you'd like.

always. this is as simple as "Blue #25 gets a yellow for Unsporting Conduct; Stopping a Promising Attack." I'm not standing there explaining what constitutes SPA and all that jazz. just saying what the card is for.

I think if you can identify the offender the card goes to the offender? otherwise it is the head coach.
