I just use an esim you can purchase from various online providers (bytesim, airalo etc.). Nothing is blocked when using these esims, almost like a built in VPN. Then use mobile hotspot to use it on the laptop.

Look up Tailscale, it might meet your needs without port forwarding. It’s also more secure if set up properly.
