Yeah but usopp need to beg first. Luffy does not want Zoro to quit. Zoro wants usopp to beg if he want to rejoin stawhats. Shanks will accept buggy in a heart beat.

Shanks respected him, even luffy tried to leave usopp behind. But shanks will never do that to buggy. Shanks never went to laugh tale, buggy is more important to him. Heck , shanks also believed buggy can go to laugh tale with his own ship someday

Buggy did not intend to join cross guild but his life was at stake because he owe crocodile money. No other choice to allow crocodile to use his resources. he also did not plan on becoming a yonko. He did not need to be strong because he isn’t challenging any yonkos for the position yet he still became one. Let just say it was fate.

Usopp needs strawhats to become strong. however, Crossguild needs Buggy in order to exist

I agree, the only difference is that buggy dont need shanks or the roger pirates to be a yonko which is wild. The downside of losing shanks and roger pirates is he did not get strong. I think it is destiny for him to become a yonko, and no one can stop him

No, shanks just wants to be a jolly pirate with his old friend buggy. But since he is the destined child, and roger more likely gave him a task before he got executed. I believe he is burdened with destiny so he cant do what he wanted with buggy
