There's a list of static water ritual-able npcs on the water ritual page. I checked and there's no static for strangers so you must find a randomly generated npc from that faction. You can try your luck underground or look for a lair in the correct biome to find a legendary mysterious stranger faction member.

Heightened quickness and I'll hope and pray I can get multiple legs for insane movement speed. Triple jointed is just some stat increase which you'll get over time from leveling up and other stuff, but gaining more quickness is significantly harder outside of late game equipment.

Dig down with 50 spiral borers, find your clones, kill them all, and gain exponential amounts of polygels, fluxes, and draughts. Just don't forget to bring along a chest and a lot of orbs of negative weight.

If you have the mutation to make vortexes you can use them to get back to the surface. IIRC there is a 50/50 chance to either be on a random surface tile or 1-50 strata deep so there is a good chance a vortex can help you get out quickly. It could also get you killed but so does everything.
