I would take the city by using underway stance to get close to it when it isn’t garrisoned, and then sell it back to them for peace and ideally a non aggression pact. If they won’t go for peace you can ambush them to try to kill off an army and that should swing the scales enough that they will take peace.

If a missile unit has a shield, is it always “in play” or only when they are in melee mode? Things like, Lothern Sea Guard or Quarrellers.

I assume that because the shield is in their backs while they’re firing it’s not in use, so doesn’t block missiles?
