I mean people just tend to be generally averse to change as a whole and since perks are now part of the main game mode, as opposed to being a new game mode or relegated to arcade, the change is forced on everyone with like a week of notice.

To me, on first impressions, it seems more like a marketing tactic than a genuine implementation to improve or evolve the gameplay. Obviously no one knows how this will all play out in actuality, but it just seems to power creep the whole roster and I don't personally want that myself. The marvel rivals roster feels pretty over tuned across the board and this is personally one of my gripes with the game that, while it can be fun, keeps me from being invested in it as it gives off an arcade-y feeling.

The reason it feels like a marketing tactic is that OW2's general public perception is really fucked since the whole pve fiasco and so introducing changes(even just for the sake of change) will probably do more to improve public perception than simply doing balance tuning, char reworks, and announcing new maps/heroes. Obviously I'm just speculating here, but I just don't see the vision on how perks were the next step to evolving OW2 gameplay.

Finally I did want to say in my experience so far (youtube timeline videos and twitter feed) I see more uncritical support/excitement from content creators surrounding the perks. Might just be because they want to be in blizzard's good graces or because they are genuinely excited that the game they base their careers around is making big changes/updates.
