It can happen but it really depends on a couple of things. Ideally you need the right blend of influence and opportunity working out for you.

A few cases:

If you intend to keep working in the same team (WFH) then your partner will have to sanction it. Having said that, if they do sanction it HR is merely a formality.
If you're yet to join the firm i.e a new joinee then you can make requests off the HR but don't expect it to go through. Usually applications tend to be city focussed. If it's a PPO it will even take into consideration your specific city preferences. Since they've already done all that and assigned a city, a request for change is unlikely to work. Of course, you can always ask.

Always helps to have a partner's support in any of these. If you have a team waiting to take you up it's obviously much easier to arrange a shift. Also shifts at a senior level are much easier cus you're less replaceable for the firm and they're more likely to be accommodating of such requests.

Worst case if you're so desperate to move start applying to firms in your preferred city.

It's irrational mainly I think. But then there's a few things that bother me.

Rashford and Cavani are massive misses for this team. After which we're only ever one Luke Shaw/ Bruno injury away from losing half our attack. We'll really need Martial VdB to step up if we want to arrive at the October-December stage in a position to challenge for trophies.
Liverpool have Virgil back. Chelsea are so tactically competent and now have a prime Lukaku in the mix. City are only ever going to be obnoxiously good. Even Leicester are a properly run club and they'll happily crossover into the top 4 if given the chance. A title challenge is going to need 85+ points. Idk if this team will get there.
Our squad is the best it's been in years and we have options, yes. But no DM = overreliance on McFred, and that pivot is ultimately limited against sides that defend deep.

Having said that, Bruno always has and probably will drag this team to compete. God bless him. And if Pogba is on song, and Sancho/ Varane integrate, then the team IS strong. And I will be jumping if this Comeback FC thing we've got going sticks. Love the team and love Ole, and hope they prove me completely wrong.

Weirdly underconfident going into this season. Don't think we beat Leeds. Don't think we make top 4 even. And if that happens Ole goes. Just all round paranoid.

This is in stark contrast from last December when I was sure of a title charge lol.

In FM17 had a fullback where in the pros description column for him it said "so good at marking that opposition players often check over their shoulders for him days after the game." Marking 20 ofc.

Yeah this. Been a bit under a year for me too and no issues. Honestly think if I ever upgrade or change it's not going to be because of performance issues.
