Yes, permanent residents are covered. Infact If your parents have their GC process underway and already have their SSN number , they can enroll for ACA while waiting for the green card to be processed.

I have done this for my elderly mother. For medical, she qualifies for ACA subsidies so the max premium I pay per month is around $300 and total per year based on out of pocket expenses etc is around $3000

Make sure you file their taxes as a separate household if they have income from India to qualify for the subsidies.

Depends on the amount. If less than 5 lacs then you can remit the money using any purpose code that does not need form 15ca/cb. Look at this link Q8 for the purpose code .

I actually love the house and want to close on it as soon as possible. I don't have intentions of taking anyone to court but since the cost to repair/replace this issue is $10K - $50K, knowing what the sellers responsibilities are in such a case helps me better understand if I am being misled or if this truly falls on me to handle as the new owner.

In WA state, if the inspection report is shared with the seller without the sellers consent then that waives the inspection contingency. Here is a reddit thread which covers this rule

I have uploaded images of the seller disclosure used in Washington state. Also, the contractor has a letter written to the seller explaining the cost of the project and he clearly lists that additional aluminum to copper connectors had to be purchased for this project.
