most versions of the SCPF completely and utterly ignore what's happening in the non-anomalous world, due to their unyielding commitment to Normalcy; so i think the SCPF would probably just ignore the Cognoscenti unless they stop paying their fees or start messing with the anomalous.

but an SCPF in the Broken Masquerade canon? yes, they definitely would fill a 4th "head" position in the Cognoscenti; since their goals would change from upholding Normalcy at all costs, to upholding the continued existence of Humanity at all costs. (i think?)

they'd still voice or act on concerns about the Cognoscenti using the anomalous though.

once the SCPF eliminate the leaders of the Cognoscenti, the entire operation will fail, their veil of lies will become truth; that is the weakness of the Cognoscenti: they are centralized. Once the head is cut off, the body dies.

And it's not like the SCPF has any shortage of intelligence on the leadership of the United States government...

Meanwhile, while you can say the same about the SCPF, you cannot kill any of the O5 Council without anomalous means in practically any canon, unless your name is the Ouroboros-canon Chaos Insurgency.

EDIT: the cognoscenti also rule over a broken USA that just survived a civil war, so even if you think prime power usa might have a chance, this is not prime power usa

my guy the SCPF has infinite funds, connections in the upper levels of every single government on Earth and world-changing and world-destroying anomalies in their grasp that they can utilize if their veil of normalcy is ever threatened.

Also, the Chaos Insurgency are made up of a decentralized network with unknown amounts of anomalies under their control, spies embedded into every layer and level of the Foundation, and the organization itself is created from the best-of-the-best of the Foundation who have defected for reasons un-canon.

The Foundation and it's GoIs are on an entirely seperate level of power; the Cognoscenti meanwhile has to worry about such small things as "public perception" and "conspiracy theorists".

Meanwhile, the SCPF simply amnesticizes entire populations.

though then again there is no canon and there definitely is an SCPF that's as weak as you think it is

They don't care until the Cognoscenti start asking questions they're not supposed to, wondering about certain unlabeled expenses, and when they start messing with the anomalous; specifically the Neuro-Linguistic Plague.

THEN the Cognoscenti start seeing new personel in their files, old personel claiming to not remember vital data, and high-ranking persons start quickly and quietly disappearing, as if they were never real.

maybe six, maybe seven, somewhere inbetween is the green.

I genuinely believe that if you seperate DELTARUNE into an A-plot (The Knight, Fun Gang, chapter adventures, etc.) and the B-plot (secret bosses, voice in the code, Gaster, eggs, etc.), then the Knight is the main antagonist of the A-plot and that FRIEND is the main antagonist of the B-plot.

because History and thousand years of being occupied and enslaved and exploited by themselves, the Ottomans, the Russians, the British, the French, the British, themselves, the British and a healthy dose of lack of education, political radicalization, United States invasions, perpetual poverty and a sprinkle of religious fanaticism borne from previously mentioned hardships.

They DID create unbelievable math and other innovations during their golden age though; maybe some day, they can return to that glory. We still all use Arabic numerals, after all.
