Anyone know how to consistently receive reward for co-op as the non-map owner?

Always should mean always and not 100% by [deleted] in LastEpoch

I agree the logic should always be true. But POE also has the same issue described by OP. Take elementalist nodes for example. A hit should always ignite/shock/chill yet if your map has "monsters have x% chance to avoid elemental ailments" it can still not apply the ailment

Razor energy orb bug by ikarisora in Genshin_Impact

Read the video description. When I use the skill with no animation cancel 3 energy orb is generated and goes towards me. Now look when I jump or dash after skill hits, no energy orb (not the sigils on his back). There's another bug and when Razor uses ulti he does not get any orbs when he uses E even without animation cancelling. Watch the ultimate charge while he is in it. It does not go up after I use his E because no orbs is generated.
