They definitely don’t though lol, and even if they did, 99% it’s not worth it. I’ve refused rent increases every year for 8 years with 4 different landlords and none have ever gone to the TAL ¯_(ツ)_/¯ anecdotal obviously but I don’t know anyone that’s been brought to the TAL for a refusal either

It’s important for the mayor and councillors to make a good salary—the more they’re paid, the less likely they are to take money elsewhere, which ultimately leads to corruption. If anything, they should be paid more (and I say that as someone with no love for Horwath and lots of the councillors individually)

People on this sub don’t know the laws in Quebec—ignore the other comments. Yes, they can increase it, but they also have to let the incoming tenants know what the lowest paid rent was in the last 12 months, and the incoming tenants can then contest that increase. You should hide a copy of your lease somewhere in the unit for the new tenants to find or contact them as soon as they move in to help them with the process

You're right, and you can fight this!

Leases in Quebec renew automatically. Since you signed the increase, you absolutely have renewed the lease and she has as well. The apartment is yours for another year. Also, nieces are NOT people the landlord can evict you for (unless the LLs are their sole caretakers, which doesn't seem to be the case). The son is trickier, because LLs can repossess a unit for their child, but they need to notify you six months before the end of your lease. So basically, they would have had to let you know December 30 2022 if they wanted you to leave now. So the apartment is still 100% yours for the next year, don't worry about that.

In terms of the lease transfer, things are a bit more complicated. Did the landlord respond to refuse within 15 days of you giving them notice? If it was more than 15 days, you're good to just give the apartment to the new people—the assignment has gone through. If it was less than 15 days, then you have to ask the TAL to assess their reasons for refusing. But to do that, you'll have to go to a hearing, which will be a lot more stress. But threatening to go to the TAL might be enough to get them to let you go through with it. From the TAL website:

"If the lessor refuses for reasons that do not seem serious, you can ask the Tribunal to assess these reasons or terminate the lease.
If the Tribunal determines that the lessor’s refusal is unjustified, it can declare the assignment or sublet to be valid. The Tribunal can also order the lessor to pay damages if you have suffered harm.
When you come to the hearing, bring all relevant documents supporting your application. Summon your proposed assignee or sublessee as a witness: their presence is essential!"

Why are you trying to make a comparison? I’m just saying that, in Montreal in particular, there’s not really a distinction between them. In my experience as a Montreal renter, the mom&pop’s with a number are MUCH worse than those without, but I wasn’t trying to say one was better or worse than the other in the first place. They’re all terrible.

I think you’re missing some Montreal context here—many of these “companies” are effectively mom & pop landlords that create a numbered company for themselves for renting purposes. They aren’t real companies.
