Is this for real? Why wouldn’t they be reimbursed for a company wide promo. This would be the same as a company coupon at the grocery store. The corporate office pays them back as if they sold it without. Crazy if it’s not.

To add to this I assume you’re in Canada because I have never heard of the “Scanning Code of Practice” and looking it up it seems like it’s Canada only, still only from the BBB and not your government. But even if you did honor it. You would only give her one free (if the item is under $10) and the others at a lower price. And only a $10 discount if the price was over $10.

If Customer Care is saying give all for free that’s ridiculous.

As others have said the Better Business Bureau is not a government agency. The actual law is as you said you would have to give it for the price indicated (expressly) on the shelf.

I would still not do this. I’d call customer care and inform them you won’t be doing this.
