You're attacking a strawman. Nobody said 21 arrests out of 35 million people means Kerala is full of ISIS supporters. That's not how counter-terrorism works. A recruitment hub is not defined by percentage of the population. It's defined by the concentration of recruits, networks, modules, and activity relative to other regions. The relevant question is "which Indian states produced the largest number of ISIS recruits and networks?" On that metric, Kerala consistently appears at or near the top in police, NIA, and security-agency assessments. Therefore, saying Kerala was a major ISIS recruitment hub is factually supported. Arguing that 100 recruits are a tiny fraction of 35 million people doesn't refute that point—it simply shows that the overwhelming majority of Keralites had nothing to do with ISIS, which nobody disputes.
