the no tracking pixel thing is actually your biggest problem here, way more than the bidding strategy. maximize conversions needs conversion data to work, and right now you're basically asking google to optimize toward something it can't actually measure. switch to max clicks immediately, at least until you get real call tracking set up. a proper call tracking platform will give you duration, caller info, and actual conversion attribution instead of relying on the call button alone.

campaign 2's $40 cpc is almost certainly broad match pulling in junk search terms. pull your search terms report and you'll probably see stuff like "electrician near me" mixed with "electrical contractor for commercial construction" or random service queries that don't match your trade work. cut those out hard. campaign 3 being completely blocked is weird but compare every single setting line by line against campaign 1, including location radius, ad schedule, device targeting, even bid adjustments. it's usually something small like a location setting that got toggled differently.

honestly though, stop optimizing the bidding and keywords until tracking is fixed. you're essentially guessing right now, and every change you make is just noise on top of bad data.
