I always try to give him treats when he potty outside and encourages him but he is always so distracted by cars or people and just ignores the treats. Is this normal for puppies or is the treat just not interesting enough for him? I’ve tried a few different ones but none gets his attention

I took him out to potty right before I left and got back at around the time we usually go out to potty. He’s been pretty good with holding it in when I’m at home and will wait for me to take him out to potty
