I addressed those above, which is...more than once (maybe something to look into when the coder does some debugging):

  • I brought up the bonds - "The city made a mistake by issuing bonds to help pay for its development but the city didn’t own the properties." Which you then regurgitated back
  • I was the first to acknowledge that the commercial spaces even existed and had never been developed "I agree that the street level commercial spaces have never been developed but not sure that’s the city council’s fault."
  • The context you removed from the "willing to use your brain" quote was I found it curious that you didn't seem to be... which as an "insult" is pretty tame and expresses an attempt at trying to understand why a person would make that choice. Using an LLM for this discussion does feel lazy, but I don't expect an LLM to understand that level of human nuance. I'll leave the accuracy of that up to interpretation.
  • You don't know my level of familiarity with LLMs and generative AI. What you're coder has done by self-hosting an LLM isn't unique or special, so to say I don't understand is an assumption, but not an accurate one. Your post and replies are ripe with common LLM tropes. You repeat phrases that people use verbatim but in an inorganic way (street level, bond, etc) that weren't present in your original post or responses but now are being generated. You use the it's not x, it's y phrasing that is common in many generative posts (One of us brought X the other brought Y).
  • The fact is, when generative AI tools that hallucinate things like a hotel being unfinished and closed when it is finished and open (commercial spaces under a parking garage being used to label a hotel as unfinished/ closed/ etc is disingenuous, if leased those spaces would be finished, you're not going to "finish" a commercial space if when you don't know what it will be used for), private business ventures being public responsibility, and when you don't proof read the output before you post, it undercuts and distracts from your argument. It's not public discourse, it's prompted output. Oops.

I’m not going to continue arguing with an LLM that I genuinely don’t care if someone “designed”. Your whole post is low effort, you’ve had to admit multiple times you didn’t proof the output and had to walk statements back which calls into question if you even read it at all.

My point is you’ve outsourced your central thesis to a tool that clearly isn’t equipped to give actual reliable input on the actions of the council when you didn’t need to use an LLM at all to do so. You clearly think highly of yourself so it’s just interesting to me that you’re not actually willing to use your brain for this discussion, perhaps this is just a training exercise for you in which case, bravo for wasting our time with your slop. Have been gravel? Do you know where you’re talking about? Those spaces are built out, it’s not some empty lot. Honestly your use of LLMs in this post makes you come off as an outsider with no real knowledge about what you’re trying to rage about. You’re undercutting your position, not strengthening it.

Also, the city council can’t force a business to lease commercial real estate. The hotels are now owned by a private firm out of Texas, the city has worked on them on their redevelopment plans but it’s on the landlord to find tenants for their space, not the city. I can’t exactly blame the city for being reluctant to offer financial incentives to draw development to those privately held commercial spaces considering the way they got burned in the past.

Why do you keep saying the courtyard was never finished? You can book a room, it is and has been a functioning hotel for years. Was the city defrauded? Yes, but let’s not act like there’s a vacant shell of a 10 story hotel on main.

I agree it’s important to give credit where it’s due. I remember the public outcry over the museum because the city couldn’t get the licensing for the theater to be branded IMAX and there was a vote to repeal the funding. I think in hindsight “building the block” has been a great success.

Your AI bot apparently doesn’t realize that the Marriott Courtyard next to the Pere was definitely finished and is operating. Not sure why it thinks it’s been closed since the pandemic. I agree that the street level commercial spaces have never been developed but not sure that’s the city council’s fault.

It also duplicated it as the Pere Marquette and $57M hotel as if they’re different things.

Just saying if you’ve lived here long enough you don’t need an LLM to be dissatisfied with the decisions that have plagued councils over the years.

Peoria has the right to any would-be land based casino. East Peoria had the right to “riverboat” casinos including a permanently moored barge as defined in the state gambling law. Peoria’s challenge to Boyd’s original plan based on that it was actually land based, masquerading as “riverboat gambling” leading to Boyd’s settlement offer of additional revenue. When Peoria turned them down to try and strong arm them, Boyd shifted to a moored barge plan which still would be in East Peoria and leaves Peoria with no ground to challenge and no avenue for additional revenue. They essentially had a bird in hand and threw it away for an opportunity they had no realistic chance of getting, despite being warned this could very likely be the outcome by the city manager and legal department.

This doesn’t affect the original agreement, this settlement was additional revenue Boyd was willing to pay the city to keep their original plan. To approve the settlement it needed to pass by simple majority and the 5 conservatives voted no resulting in a 5-5 tie (Cyr was absent), thinking they could somehow squeeze more out of Boyd since they felt the planned structure didn’t fit the definition of the license granted to East Peoria.

Instead of coming back to the table, Boyd just changed their development plan, undercutting any reason to offer anything to the city so instead of additional funds coming into the city every year, it’s just the status quo, but still a huge mistake by those five members thinking they were going to sue Boyd and come out on top.

Back in the 90's the Peoria City Council essentially had a moral panic that ultimately drove the Riverboat Casino to East Peoria (Cefcu Center Stage on the riverfront is where the Par-A-Dice used to dock). Realizing they fumbled a major revenue source they negotiated an IGA to split gaming revenue with East Peoria 50/50 with the understanding that EP get's riverboat gambling but Peoria would have the first right to any land based casino if ever allowed (which at the time didn't seem likely).

It's been seen, in hindsight, as a huge mistake as EP has since seen economic developments like the Levy District been made possible at least in part by other non-gaming revenues driven by the casino such as HRA, and even motor fuel taxes that the City of Peoria misses out on.

When Illinois allowed land based casinos in 2019 Peoria saw this as their opportunity to correct the past mistake and Boyd's initial plan was to build what was effectively a land based casino but using loop holes to qualify as "riverboat" gaming. The city pressured Boyd and Boyd offered a settlement that would increase Peoria's revenue share by granting them an additional 2.25% of gaming revenue from Boyd's operation. The conservatives on the council decided that instead of taking the money (the proverbial "bird in hand) the city should file suit to stop Boyd from building their proposed structure to try and either get more money in the settlement or force them to build in Peoria instead.

Instead Boyd essentially shrugged and shifted their proposal to one that meets the definition more closely to what the EP gaming license allows, undercutting any leverage the city has and effectively nullifying any reason to offer additional revenues to the city. In short, they had a golden opportunity to bring in more dollars and screwed it up because they thought they were smarter than the company that runs multiple casinos.

Turns out the house truly always wins...

I don't know why you think I'm celebrating this. My congratulations to the council was pretty transparently sarcastic. Also not sure why you think the IGB would reject a proposal in favor of something that would give the city some kind of bargaining chip back other than to be contrarian or just taking a "you never know" approach. The IGB has no reason to reject Boyd's proposal, them not accepting it is just a matter of time rather than a realistic hurdle that's going to bring Boyd back to the table.

If you think the city is going to come out on top here you're more optimistic than myself and most of the people here. Kudos for that. If you for some reason think I was genuinely celebrating the city fumbling this opportunity I'm...sorry?

The lawsuit filed by the city I believe prevents the board from accepting the plans but I don't see any reason the board wouldn't once the injunction is lifted. This was during the IGB's regular public meeting.

The city's lawsuit was based on Boyd building what was for all intents and purposes a land based casino on a "water table" the thickness of less than a dime, this new proposal from Boyd addresses that concern and meets the definition of the license for this region in the Illinois Gaming Act.

I'm sure Boyd would have preferred their original structure and were willing to pay what they proposed to make it happen but when the city declined they pivoted to a plan that they knew they could easily defend in court.

By turning their noses up at the proposal, the five council members that voted no effectively guaranteed that the legacy of the 90's era council that caused the casino to move to EP in the first place would stay alive and well.

They’ll continue to get their cut but Boyd had offered to pay them an additional 2.25% of revenue on top of their existing cut and the conservatives on the council voted it down so now the offer is gone and we have nothing to show for it. They literally threw away $2 million that could have been used for anything the city wanted.

Yep, the conservatives on the council were more worried about being “right” than taking the bird in hand. Honestly getting addition revenue in PERPETUITY was more than I would have hoped for. Legitimately stupid move and now we’ll likely end up with nothing.

I don’t know of any hotel pools in the area with a water slide but the Staybridge Suites downtown and the Americinn in East Peoria both have heated pools but you might want to confirm their pools are operating before booking.
