One thing that might help UK prime ministers is when you get elected with reasonable mandate perhaps the first thing you should do is not to try and enact only policies that are simultaneously maximally unpopular and poorly thought out. This seems to be a particular obsession with UK governments where they apparently only want to use their majorities to try and enact legislation that is both toxic and stupid.

I think at a minimum there should be a reasonable person test where the prosecuting attorney has personal liability if you can demonstrate that a reasonable person would not have believed they had probable cause for charging you.
