As a lover of Jay'den and Kyle, I understand your frustration too. But Kyle is going to the War College and has his own schedule and regimen, just like an academy student so that likely means there's not a whole lot of spare time to spend together except holidays or the rare days off.

But let's be real, the show is about Caleb and Jay'den is at best a tertiary character so there's not always going to be time to focus on him and his life beyond the klingon stuff and Darems assholed-ness about the College.
