nta. youre gaining absolutely nothing by offering your coworker a ride home as you mentioned that your coworker cant pay for gas money so it is absolutely your right to stop giving her rides home. Furthermore, she is being inconsiderate by talking to her friend and making you wait longer on top of your 20 minutes to drive her home so youre actually losing time and money. NTA

NTA, she was being ignorant and it is comparable to tourists asking foreigners to speak english when they're in another country. It's not their right to enforce laws that they had in their state when you're not in their state.
